Land Parcel Identification System

Land Parcel Identification System is a compulsory element for administration of subsidies per production area in EU, so all Member States have to use a certain type of program to support this system. Therefore, the most rational approach for the Republic of Croatia and the Directorate for Market and Structural Support in Agriculture (DMSSA) within the Ministry of Agriculture, Fisheries and Rural Development in the process of establishing LPIS was to acquire program solution that is already implemented and in full use in a Member State. The program solution also had to comply with general requirements so it can be upgraded in accordance with national legislation, specific conditions and needs of the Republic of Croatia.

The software had to fulfill following functional requirements:

• Functional parts supporting basic LPIS function (module for digitalization of reference parcels and public viewing of data (LPIS editor and viewer), module for supporting of the administrative procedure (organization of meetings, issuing of the decisions), module for distribution of spatial layers (import/export operations and local/central management of spatial layers, distribution of graphic materials)
• Functional parts supporting the organization (administration and planning of work posts, training, document and record management)
• Functional parts supporting the information system

Our company was participating in the project in a consortium with King ICT, Croatia.
