Web GIS application for reporting of possible findings about contagious illnesses, harmful organisms and plants

In the last few years, there are more and more different harmful organisms, and their number and areas are increasing. There is a need (PARS) for efficient applications for monitoring and managing potential or actual outbreaks, to prevent even worse situation. The Sinergise company has developed a web based GIS applications, which enables monitoring over harmful organisms, entering and editing data of potential contaminated locations, and management (Phytosanitary spatial portal http://fito-gis.mko.gov.si/Default.htm).
The application is flexible and manageable, it assures high efficiency and support to the administration. The operators can adjust, add or change various functionalities, tools, data sets and their attributes, depending on the type of harmful organism and the methods by which the subject would be discussed.
Basically, there are four modules, - two are developed for the Phytosanitary Administration and for their services that monitor and implement necessary measures. The other two are for viewing the data and informing of public.

Four main applications:

  1. FITO-sum (Application for reporting of harmful organisms - report)
    An application is developed for the users who find the harmful organisms on their parcels or on other spots, and would like to report their findings to the responsible services. After every report there is a field inspection, therefore, all leads have to be reliable, traceable and verifiable. Thus, every reporter has to be registered to the system with their name, e-mail address and password. To assure the reliability of reports and correct procedures for reporting, there are several tools and interfaces available to the user. Depending on the type of harmful organism, specific cartographic material (topographic maps, cadastre map, ortho-photo images, river streams and water bodies layer, etc.) is prepared.
  2. FURS - access to spatial data (authorized users)
    This is an application for administrators and expert services (PARS). With the application they can perform a supervision of entered and reported data, produce analyses, make reports and define adequate measures for sanitization, or prevention from harmful organisms.
  3. FURS – access to spatial data (public access)
    This application (http://fito-gis.mko.gov.si/pregl/) is intended for public usage and it enables an access to previous and present discoveries about harmful organisms (location, spreading, boundaries, etc.). The application also provides adequate cartographic material as well as information from institutions which consider similar topics.
  4. FURS – access to spatial data (informing)
    This is a web GIS viewer for informing the users about the issues related to their parcels and harmful organisms. An application with public and personal data, are available by user name and password from administrators.
